The House Oversight and Government Reform Committee is scheduled to vote Wednesday on that would abolish a central group for agency inspectors general, many of whom have been fired by President Donald Trump.\u00a0<\/p>\n

The Council of the Inspectors General on Integrity and Efficiency is responsible for coordinating governmentwide oversight activities, overseeing investigations into senior watchdog officials and managing IG employee training.\u00a0<\/p>\n

Under the Restoring Integrity and Efficiency to Inspector General Oversight Act (H.R. 9725), however, CIGIE would shutter one year after the bill\u2019s enactment. The Office of Management and Budget would take over establishing IG employee training standards, supervising interagency investigations and resolving jurisdictional disputes.\u00a0<\/p>\n

Last year, OMB blocked CIGIE from receiving funding for about a month-and-a-half but backtracked following objections from some Senate Republicans. At the time, White House officials said that IGs \u201chave become corrupt, partisan and in some cases, have lied to the public.\u201d<\/p>\n

In addition, under the new bill, the Government Accountability Office would develop IG inspection standards and Federal Law Enforcement Training Centers would maintain at least one training academy for IG employees.\u00a0<\/p>\n

GAO in June issued a report that found CIGIE often fell short of its own process requirements when investigating misconduct allegations against IGs. For example, investigators warned that a CIGIE staffer is currently disregarding complaints they deem as \u201cfrivolous\u201d despite internal policy that such decisions are required to be reviewed by legal counsel.\u00a0<\/p>\n

A Republican Oversight Committee aide cited that GAO report in a statement to Government Executive <\/em>regarding the rationale behind the bill.\u00a0<\/p>\n

\u201cContinued failures and abuses by [CIGIE\u2019s] Integrity Committee have shown the inspectors general cannot be trusted to investigate wrongdoing in their ranks,\u201d they said. \u201cIt is necessary to end the Integrity Committee and transfer CIGIE\u2019s core functions to restore trust in the IG system.\u201d<\/p>\n

Rep. Clay Higgins, R-La., a member of the Oversight panel, introduced the bill to scrap CIGIE on July 16 and was one of the House Republicans to request the GAO review.\u00a0<\/p>\n

In a letter to the Oversight Committee, the Project on Government Oversight nonprofit argued that transferring many of CIGIE\u2019s responsibilities to OMB represents \u201ca profound structural and philosophical change that should concern anyone, regardless of party, who believes oversight must remain independent of those being overseen.\u201d<\/p>\n

\u201cConsider an inspector general investigating OMB\u2019s implementation of appropriations law, impoundment decisions, grant administration or reorganization decisions within their agency. Under this legislation, OMB could simultaneously establish oversight priorities, resolve jurisdictional disputes of investigations and shape the workforce of that inspector general\u2019s office,\u201d wrote POGO Interim Executive Director Isabel Munilla. \u201cThis structure would create an unavoidable conflict of interest, undermining both the perception and reality of inspector general independence and fundamentally eroding public confidence in federal oversight.\u201d<\/p>\n

CIGIE is currently being led by Cheryl Mason, the IG for the Veterans Affairs Department and a former senior adviser to VA Secretary Doug Collins. Democrats and good government groups have questioned her ability to provide independent oversight because of her previous role in the Trump administration.<\/p>\n
